Cornwall Borough Council on Monday accepted an agreement with Cornwall Junction, authorized the hire of a new full-time police officer, and adopted a resolution concerning zoning and inspections in the county.

Recently, a slight sag was discovered in the sewer line under the ongoing development at Cornwall Junction. While the sewer line is currently up to legal standards, the borough is concerned that the sag may worsen.

Cornwall Junction proposed an agreement to the borough that they be permitted to continue construction over the line and, upon completion of the development, the line will be tested. If, at that point, it needs fixed, Cornwall Junction will foot the cost.

The board unanimously agreed to this plan.

The board also unanimously agreed to the hiring of a new full-time police officer. This will bring the force to seven full-time officers.

While the new officer was budgeted to be promoted started July 1, the board unanimously agreed to let him start as soon as possible given another full-time officer is currently on leave due to an injury.

Following up on the hire of Jeffrey Steckbeck as the municipality’s zoning officer last month, the board unanimously agreed to adopt Resolution 2022-9 concerning zoning matters.

The resolution does not significantly change the way zoning issues are handles, but includes the following:

  • An application for a Building and Zoning permit will cost $20 for up to and including the first $1,000 of value and another dollar for every additional $1,000 in value.
  • To make an application to or file an appeal with the Zoning Hearing Board, a person must pay $500.
  • To make an application to the council for conditional use approval, a person must pay $500.
  • To file a “substantive challenge,” to the zoning ordinance with the Zoning Hearing Board or apply for a curative amendment for conditional use approval, a person must pay $1,000.
  • To file a petition to rezone land or amend the zoning ordinance, a person must pay a $1,000 fee.

The board unanimously agreed to send a request for rezoning of a property on Ironmaster Road through to Planning & Zoning.

They unanimously authorized the closure of Alden Street from 4 to 9 p.m. Aug. 12 for the safety of attendees to the Peach Festival.

In other business, the board:

  • Unanimously approved the minutes for the May 9 and 17 meetings.
  • Unanimously approved reports (PDF) including the director’s water and sewer report, treasurer’s report, budget report, and secretary’s report.

Cornwall Borough Council meets at the borough building the second Monday of each month at 6:30 p.m. The next meeting will be held July 11 at Alden Place, 100 Freeman Drive, as the borough building will be undergoing repairs.

These meetings are open to the public and do not require prior registration.
