Byler Holdings, the developer of North Cornwall Commons, held a groundbreaking ceremony on Dec. 6 for Phase 3 of the multi-use project.
Jonathan Byler, Byler Holdings president and CEO, said this phase contains three buildings – a 6,500-square-foot retail building, a 27,000-square-foot three story office building, and a 129-unit apartment building.
“The project at North Cornwall Commons has met our community’s needs on many levels. The townhomes fill an affordable housing need; the apartments fill a rental deficit; the hotel adds to our local economy and tourism dollars, and the retail space creates a walking community for shopping and services,” said Karen Groh, president and CEO of the Lebanon Valley Chamber of Commerce.
“Opening the newest phase to include the corporate offices of Byler Holdings as well as other professional offices, will only increase the consumers utilizing the restaurants and services within walking distance.”
Byler said the retail building in Phase 3 is the third retail building in the complex. It’s located beside the existing Mick’s All American Pub at 105 Springwood Drive, and it will have a drive-thru. Oola Bowls will be housed in that area, which is anticipated to open April 1.
In late summer 2023, construction is expected to be completed on the office building at 118 Springwood Drive. Byler Holdings’ corporate headquarters will relocate from its current space near the Iron Valley Golf Course to this new building. Byler said it would utilize the third floor and half of the first floor of the building, leaving the second floor and half of the floor available for other tenants.
The 129-unit apartment building is the third residential building at North Cornwall Commons. Byler said the first building is 100% occupied, and the second building which opened in November is 50% occupied. A fourth building is planned for the next phase.
The third apartment building will offer new floor plan options of studio units and three-bedroom units. A 3,000 square-foot clubhouse is also being constructed. It will have meeting rooms, a lounge area, a pool table and a golf simulator as well as outdoor pool. The clubhouse is expected to be completed spring 2024.
Byler Holdings shifted its phasing of the development — Phase 1 has been completed, and construction of Phase 3 is underway. Phase 2 construction has been pushed back. However the project was awarded $500,000 from the state through its Redevelopment Assistance Capital Program (RACP) to extend Springwood Drive.
Byler said grant funds will cover a portion of the expense to construct the road that will connect Springwood Drive to Norman Drive. According to North Cornwall Commons’ website, “Phase 2 will contain 11 buildings, suitable for a variety of uses such as office space or medical facilities. The buildings range in size from 8,000 sq. ft. to 18,000 sq. ft. depending on the lot size and number of stories.”
A date for groundbreaking on this phase has not yet been set.
Currently, North Cornwall Commons features a townhome community with 160 units, two five-story apartment buildings with a total of 205 units, Fairfield Inn & Suites by Marriott, Mick’s All American Pub and two retail buildings that are home to 12 unique businesses. “Overall this development with its residential units, retail space and restaurants has been well received,” he said.

When Phases 2 and 3 are completed, Byler said the development will be about half-way to full buildout. Phases 4 and 5 will be located on the west side of Cornwall Rd., south of the new Lebanon County EMS building.
