Ten North Lebanon Township streets are planned for paving this summer, following the postponement of several projects last year.

At Monday’s meeting, the North Lebanon Board of Supervisors unanimously agreed to advertise for bids the paving of Alpha, Beta, Cappa, and Sholly avenues, Willow, Maple, Oak, and Sycamore lanes, and Parkway and Greenwood drives.

Last year, the lowest bid for paving Alpha, Beta, Cappa and Sholly came in at $398,963 as opposed to the budgeted $301,240. As a result, supervisors pushed back paving these avenues until 2023 in the hopes costs would decrease.

Chairman Ed Brensinger said that due to transportation and fuel costs, he expects only a slight decrease in cost from last year’s estimates.

“We’ll see what the bids come out at,” he said. “I don’t expect we’ll see a significant difference from last year.”

Supervisors also noted that while bids are not being requested for Horizon Boulevard, the township may devote in-house resources to the street’s improvement.

Bidding closes March 15 and supervisors will consider the results at their March 20 meeting.

The board also unanimously agreed to advertise for bidding the planned Halfway Drive Bridge partial superstructure replacement project.

The repair cost is expected to come in at around $100,000.

Brensinger said the township hopes to complete the repair and reopen the road by the end of 2023.

Supervisors also approved an easement agreement with adjacent property-owners contingent on those property-owners also executing the agreement.

In other news, supervisors:

  • Unanimously approved the resignation of Charlie Allwein from the planning commission and unanimously appointed Scott Artz to fill the term expiring December 2024.
  • Unanimously approved an updated fire response plan for the Lebanon Valley Mall.
  • Unanimously authorized Brensinger to sign an “Application for Traffic Signal Approval” form for W. Cumberland Street for the Sheetz project planned for North Cornwall. This was necessary as the traffic signal is jointly owned by North Lebanon, West Lebanon, and North Cornwall.

  • Unanimously appointed Nathan Arnold as an alternate to the Zoning Hearing Board.
  • Unanimously agreed to pay $2,500 to each fire company for 2022 year-end audits and extend submission deadline to June 15. The extension comes as Ebenezer and Rural Security fire companies needed to hire a new firm, Garcia, Garman, & Shea.
  • Unanimously approved the use of the NLT Community Park for Go Lebanon 2023’s summer walking and reading program.
  • Unanimously agreed to apply for a $1,000 max Pennsylvania Municipal Health Insurance Cooperative grant to promote the health of township employees through addition of ergonomic chairs, quarterly breakfasts providing health information, and more.
  • Unanimously agreed to appoint Brensinger and assistant manager Lori Books to represent North Lebanon Township at the Lebanon County Department of Emergency Services meeting discussing the update to the County Hazard Mitigation Plan.
  • Unanimously agreed to increase support to the Lebanon County Tire Collection Event to $900 for 2023, as disposal costs have increased.
  • Unanimously agreed to authorize a grant application to the PA Municipal Assistance Program for $30,000 for the updated CLSD Regional Comp Plan. They also committed to the township’s $6,000 share if the grant is received.
  • Unanimously approved a Calvary Church Minor subdivision plan that includes creating a lot on the church’s property. They also approved the planning module for sewage facilities on site.
  • Received yearly reports including from the Park & Recreation Committee, Safety Committee, and Planning Commission.
  • Unanimously approved minutes for the Jan. 16 regular meeting and public hearing.
  • Unanimously approved payroll subject to audit.

North Lebanon supervisors meet at the township municipal building the third Monday of each month at 7 p.m. The next meeting will be held March 20. The meetings are open to the public and do not require prior registration.
